
What is Title II?
Congress, as a part of the 1998 reauthorization of the Higher Education Act,
passed a law calling for institutions of higher education to report their
graduates’ performance on state licensing and certification exams. This act is
what is referred to as the “Higher Education Report Card.” There are three
stages of reporting with this process. First, on April 7, all teacher education
programs report the performance of their graduates to the state. Second, on
October 9, the state submits the information to the U.S. Department of
Education. Third, the U.S. Department of Education will report to Congress and
to the public on April 7of the following year.
Winthrop University will
not publish candidate scores for the 2004 and 2005 Higher Education Act Title II Reports until
after data have been verified by the South Carolina Department of Education. If
